12 groups of health care professionals need HPCSA registration. This registration is a pre-requisite for their professional practice and it is also a legal requirement to keep all personal details up to date at all times. Anyone using the titles outlined below must be registered with the HPCSA. It is a criminal offense for someone to claim that they are registered with the HPCSA when they are not or to use a protected title that they are not entitled to use.

Requirements For HPCSA Registration

The requirements for HPCSA registration greatly varies and depends on which category you are applying for, There are nine potential categories of HPCSA registration, including Student Intern, Public Service – Community Service, Supervised Practice, Independent Practice, Private Practice, Specialized Practice, and Sub-specialized Practice, as well as your area of practice.

1. Dental Assisting, Dental Therapy, and Oral Hygiene

Requirements For Registration as a Student – Dental Therapists

A) First Registration as Student (Tt-S)

  • Original duly completed form 53 DOH.
  • A copy of ID document or birth certificate.
  • Registration fee as published on the website (penalty fee is also payable at a rate per

month in respect of each month or part of the month which application is submitted later
than two months after date of registration at University).

b) Re-Registration after Interruption of Studies for One Year or More

  • Original certificate of registration as a student.
  • Certificate of resumption of study issued by University.
  • Re-registration fee as published on the website

C) Re-Registration After Interruption Of Studies For Less Than A Year

• Certificate issued by Training Institution with an indication of enrolment and year of study.

Requirements For Registration Of Dental Therapists (TT)

A) SA Qualification

  • Original form 23 duly completed by applicant and training institution
  • OR Form 24 duly complete
  • Original Degree in Dental Therapy or a copy certified by a Notary Public.
  • A copy of an ID document or birth certificate.
  • Registration fee plus pro-rata annual fee as published on the website
  • A copy of the registration certificate with the HPCSA.

b) Application To Enter Into Private Practice

• Must have been in Supervised Practice for more than a year;
• Original form 189 to be submitted to Board for approval;

c) Foreign Applications

  • Form 176
  • Examination fee as published on the website
  • Original or Notarised copy of SAQA evaluation report;
  • Proof of successful completion of the final examination for dental therapists at an accredited training institution in South Africa;
  • A letter of endorsement in support of the Foreign Workforce Management Program (FWMP) of the National Department of Health. Requirements for Registration of Student Dental Assistant

  • Must register with the HPCSA within 4 months of registering with the accredited university
  • Original duly completed form 53 DOH by the student and the university;
  • Copy of Identity document.
  • Registration fee as published on the website (penalty fee is also payable at a rate per
    month in respect of each month or part of the month which application is submitted later than four months after the date of registration at University).

Requirements for Registration of Dental Assistants

  • Original duly completed form 24 DA and notarized copy of qualification or;
  • Original duly completed form 23 DOH

Requirements for Registration of Student – Oral Hygienist (OH-S)

  • Must register with four months of registering with an accredited university in South Africa;
  • Original duly completed form 53 DOH.
  • Clear copy of ID document.

Requirements for Registration as an Oral Hygienist (OH)

Requirements for Registration as an Oral Hygienist (Expanded Function)

  • Original form 23 duly completed by the applicant and the university or;
  • Original Form 24 and;
  • Original qualification certificate or a copy certified by a Notary Public
  • Form 19 duly completed.
  • A copy of an ID document or passport with a clear photograph
  • Registration fee plus pro-rata annual fee as published on the website
  • Registered in the category: Supervised Practice/ or Supervised (Expanded Function).

Requirements for Registration in the Category Independent Practice

  • Supervised Practice for more than a year:
  • Original form 189 A;
  • Must have obtained a first aid level 3 certificate from a training institution approved by SAQA and that all the Health and Welfare SETA. First Aid Level 3 be accepted.
  • A registered Oral Hygienist may only practice independently, his or her profession: After serving a period of at least one year under control and supervision of a registered dentist, dental therapist, or another oral hygienist, and with approval of the board;
  • The supervisor has to be registered with the HPCSA for at least one (1) year in the category of independent practice (uninterrupted).
  • After obtaining any of the qualifications in Oral Hygiene approved by the Board, and if
    obtained prior to 2001, must have also obtained a further qualification in expanded clinical functions in Oral Hygiene offered by any of the examining authorities approved by the board;
  • After successfully completing First Aid Level 3 training at a training institution
    approved by any SAQA and that all the Health and Welfare SETA. First Aid Level 3
    be accepted;
  • An original certificate issued by a recognized provider of first aid level 3 has to be submitted together with the application form.
  • An original form 189 A bearing the official stamp of the employer/supervisor is
    acceptable for registration.

Requirements for Registration as Foreign Qualified

  • Form 176
  • Original or Notarised copy of SAQA evaluation report;
    • proof of successful completion of the final examination for dental therapists at an accredited training institution in South Africa;

3. Emergency Care

Basic Ambulance Assistants (BAA)

No student registration is required.

SA Qualifications

  • Form 24 EMB duly completed with original qualification certificate or a copy certified by an Attorney in his/her capacity as a Notary Public bearing the official stamp

Documentation Required For Registration in the Category Independent Practice – General Practitioner (SA Qualified)

  • The application may be emailed OR faxed to the HPCSA;
  • Combined Form 27 Com Serve duly completed by the applicant and the clinical manager / Medical Superintendent bearing the official stamp of the institution;
  • Otherwise, Form 23 and a copy of the report of completed Community Service signed by Clinical Manager / Medical Superintendent indicating the exact dates of community service and bearing the official stamp of the institution.
  • No registration fee is required, only an annual fee must be paid and such an annual fee is published on the website.

Requirements for Registration as a Student Dentistry

  •  Should register with the HPCSA within 2 months of registering with the university in South Africa;
  • Original duly completed form 53.
  • A copy of an ID document.
  • Registration fee as published on the website (penalty fee published on the website and charged as a rate per month in respect of each month or part of the month which application is submitted later than two months after the date of registration at University).

Requirements to Register as a Dental Practitioner to Perform Community Service (SA)

  • Must be registered as a dental student. If not he/she must first register as a student and pay the penalty fee.
  • Original duly completed Form 14A.
  • A copy of the DP-S registration certificate with the Health Professions Council of South
    Africa.
  • Registration fee plus a pro-rata annual fee.

Requirements to Register In Independent Practice – Dental Practitioner (SA)

  •  The application may be emailed OR faxed to the HPCSA;
  • Combined Form 27 Com Serve duly completed the applicant and the clinical manager/Medical Superintendent bearing the official stamp of the institution;
  • Otherwise, Form 23 and a copy of the report of completed Community Service signed by Clinical Manager / Medical Superintendent indicating the exact dates of community service and bearing the official stamp of the institution.
  • No registration fee is required, only an annual fee must be paid.

Requirements for Approval to Conduct Private Practice

  • Procedures for approval to conduct private practice Form 133
  • All applications for approval to conduct a private practice have to be considered by the Professional Board.
  • In order to comply with the requirements, an applicant has to provide proof of at least two (2) years post-registration experience in the particular category of registration.
  • The following documentation must be submitted in support of an application for approval to conduct a private practice.
  • An original letter from the employer confirming that the person has at least two (2) years post-registration experience in medical technology in the particular category.
  • An amount of R314.00 for a Certified Extract certificate from the register for purposes of registration of a practice number at the Board of Healthcare Funders of South Africa.
  • Proof of payment of an annual fee
  • Proof of compliance to CPD requirements (60 CEU’s)

7. Occupational Therapy, Medical Orthotics, Prosthetics & Arts Therapy

Registration as Student (Occupational Therapy)

a) First Registration as a Student

a.) SA Qualifications (Community Service) (South African citizens only)

  • Registration fee as indicated together with a pro-rata annual fee.
  • Applicants are registered in the category: Public Service: Community Service.

b.) Independent Practice (South African Citizens Only)

  •  Registration in the category: Public service: Community service.
  • Form 23
  • Form 27 Comm Serv completed.

c.) Foreign Qualified Practitioners

  • Form 176 (documentation to be submitted including certificate of status clearly outlined).
  • Form 176 Application ( Guidelines: DoH Foreign Workforce Management Programme)

d.) Independent Practice (Foreign qualified non-South African citizens)

  • Registration as an occupational therapist in public service as outlined above.
  • Submission of proof of permanent residence status or citizenship in South Afric
  • Letter of endorsement by the Foreign Workforce Management Programme of the National Department of Health pertaining to employment (as part of the updating of register of foreign citizens maintained by the Departments of Health and Home Affairs).
  • Completion of a recognized South African qualification by a foreign citizen does not entitle such a person to register in independent practice. Such applicants are required to first apply as per the procedure outlined above for registration in public service.

Registration of Occupational Therapist-Assistant (OTB)

  • Completion of a recognized South African qualification by a foreign citizen does not entitle such a person to register in independent practice. Such applicants are required to first apply as per the procedure outlined above for registration in public service

Registration of Student-Medical Orthotists and Prosthetists (OS-S)

a.) First Registration as a Student

  • Form 53 duly completed by applicant and university.

Requirements Required for Registration of Student Psychologist (PS S)

  • Must register within four months of starting the M1 program with the university.
  • Original Form 53 PSS duly completed.

  • Proof of registration from University as M1 student, indicating the category of registration and date of enrollment.
  • Notarized copy of Honours Degree or Form 23 duly completed by University.
  • Academic record for Honours (only if Psychology is not stated as the field of study on Honours Degree or Form 23).

Requirements for Registration as an Intern Psychologist (PSIN)

  • An original Honours Bachelor’s degree certificate
  • An official letter from the university confirming that the applicant has successfully passed an examination at the end of the first year of his/her Master’s study.

  • Original Form 24 PS and Form 27 PSY duly completed.
  • The academic record of Master’s degree (if Psychology is not stated as the field of study on original Master’s Degree or Form 23).
  • Notarized copy of Masters Degree or Form 23 duly completed by University.
  • The prescribed registration and pro-rata annual fees.
  • Form 27 should be verified from Form 77 for the approved internship program and no alteration may be accepted.

Requirements for Registration of Student Psychometrist (PMTS)

Note – The Professional Board for Speech Therapy and Audiology resolved that professionals who are already registered as Speech Therapists and Audiologists may apply to be registered as either a Speech Therapist OR Audiologist. The application form must be duly completed (form23 / 24) and be submitted with the registration fee, as indicated in the form, to the Board Manager for Speech Therapy and Audiology for recommendation and approval

The application will then be referred to Registrations to be captured. The annual fee payment of the applicant must be in order as a Speech Therapist and Audiologist before he/she can be registered in the new register (ST or AU).
